It is very common for kiln stands to rust. This happens from condensation in the air and possibly from moisture coming from the kiln bottom during bisque firings. Kiln ventilation (as with our Vent-Sure) will help.
L&L uses a 14 gauge galvannealed full-support stand. Even if some of the stand rusts it would be very hard for the rust to penetrate all the way through. Because of the full support, and the triple bends of the edges, it is almost impossible for this to affect the structural integrity of the kiln.
We do not recommend applying any extra coating over rust. However, you could place a piece of aluminum foil between the top of the stand and the bottom of the brick.
